Next time you go to your favorite coffee place, make sure to pick up a few extra packets of raw sugar, and grab some honey of they have it out for tea. At home, mix some of the raw sugar (the grains are much bigger than normal sugar), with a small amount of honey - just enough to make a paste. Rub over lips to exfoliate. It's free (or cheap) and you can just lick of the excess. Yum.
